PRADHAN MANTRI KISAN URJA SURAKSHA EVAM UTTHAAN MAHABHIYAN (PM-KUSUM)

  • The PM-KUSUM Scheme allows inter-se transfer of quantities between Component-B and Component-C. All three components of the scheme aim to add Solar capacity of about 34,800 MW by March 2026 with the total Central Financial support of ₹ 34,422 crore.
  • Component-A: Setting up of 10,000 MW of Decentralized Ground/ Stilt Mounted Grid Connected Solar or other Renewable Energy based Power Plants by the farmers on their land.
  • Component-B: Installation of 14 Lakh Stand-alone Solar Agriculture Pumps.
  • Component-C: Solarisation of 35 Lakh Grid Connected Agriculture Pumps including Feeder Level Solarization.
  • Till 31.03.2026

Component A:
  • Solar energy-based power plants (SEPP) of capacity 500 kW to 2 MW will be setup by individual farmers/ group of farmers/ cooperatives/ panchayats/ FPO/ WUA.
  • DISCOMs will notify sub-station wise surplus capacity which can be fed from such SEPP to the Grid.
  • The solar power generated will be purchased by DISCOMs at a feed-in-tariff (FiT) determined by respective SERC.
  • DISCOM would be eligible to get PBI @ Rs. 0.40 per unit purchased or Rs. 6.6 lakh per MW of capacity installed, whichever is less, for five years.
Component B:
  • Individual farmers will be supported to install standalone solar Agriculture pumps of capacity up to 7.5 HP in off-grid areas.
  • CFA of 30% of the benchmark cost or the tender cost, whichever is lower. State Government will give at-least 30% subsidy; remaining at-most 40% by farmer.
  • In NE States, Sikkim, J&K, Himachal, Uttarakhand, Lakshadweep, A&N Islands: CFA of 50%, State at-least 30%, farmer at-most 20%.
Component C - Individual Pump Solarisation (IPS):
  • Individual farmers having grid connected agriculture pump will be supported to solarise pumps. Solar PV capacity up to two times of pump capacity in kW.
  • CFA of 30% of benchmark/tender cost. State Government at-least 30%; farmer at-most 40%.
Component C - Feeder Level Solarisation (FLS):
  • States can solarize the agriculture feeders. Guidelines issued on 04.12.2020.
  • Solar plants catering to agriculture load of selected feeder installed through CAPEX/RESCO mode for 25 years.
  • CFA of 30% on installation cost (up to Rs. 1.05 Cr/MW). NE States etc.: 50% subsidy.

Component A:

Solar power generated will be purchased by DISCOMs at FiT approved by SERC. Farmers can also lease land to developers. Implementing Agencies submit claims with Joint Metering Report and lease rent receipt.

Component B & Component-C (IPS):
  • State-wise allocation issued by MNRE after approval by Screening Committee.
  • Projects shall be completed within 24 months from sanction date.
  • Up to 40% of CFA released as advance after placement of LoA(s).
  • Balance CFA released on acceptance of Project Completion Report.
Component-C (FLS):
  • CAPEX: Advance CFA up to 40% released on signing work agreement. Balance on commissioning.
  • RESCO: No advance CFA. Up to 100% CFA released on successful commissioning and COD.
